|Mayor Celino does well on 'policy and governance'|
Mayor Angel Alan B. Celino has done pretty well in the areas of policy and governance during his stay in office.
This was the assessment of Bryan Mari Argos, the city's tourism officer-in-charge, when asked about the performance of the mayor.
Argos, who is also the mayor's speechwriter, said Mayor Celino implemented the salary increases due the Roxas City employees as mandated by the National Government in 2009. This was something that former Mayor Vicente Bermejo and his predecessors failed to implement, Argos said.
Mayor Celino appears to be the only mayor who implemented the biometric attendance system for Roxas City employees. This ensured that the city employees report on time based on the prescribed hours required by the Civil Service Commission.
Argos noted that Mayor Celino also instituted an efficient revenue collection system which resulted in the almost 100 percent increase in tax collections. This is also a fist in Roxas City governance.
Likewise, the City has instituted an efficient income collection system which saw a 70 -80 percent increase in collections from the City's Economic Enterprises.
But what was deemed a milestone in Mayor Celino's administration was when he ordered a crackdown on anomalous and questionable transactions , projects and programs implemented and completed during the previous administration, in the spirit of aligning the LGU with the national battle cry of "Tuwid na Daan (Straight Path)."
