Mayor Angel Alan B. Celino and other city officials immediately set up a tent area where distribution of help can be channeled. Mayor Celino stayed in the area as early as 3 a.m. to know the needs of the residents.
The fire could have been contained early had it not been for the narrow road leading to the area, said Limjuco.
