Mayor Angel Alan B. Celino is on his way to tackling his last term of office with already a number of legacies to boot, particularly in governance.
Best Performing LGU
Roxas City, for the first time, was declared Best Performing Local Government Unit (LGU) in Western Visayas in the EXCELL (excellence) Awards of the Department of Interior and Local Government, no doubt his best legacy in the area of governance.
The feat is something the lift every employee's spirit and further boosts their faith and confidence in good governance.
Roxas City was also champion in Excellence in Social Governance and Excellence in Economic Governance and got two first runners up awards: Excellence in Social Governance and Excellence in Administrative Governance.
Mayor Celino said the EXCELL award, initiated by the DILG -6 some years ago, serve as a challenge for him to maintain the gains made by the City in the area of governance.
The annual awarding of the Search for Excellence in Local Governance otherwise known as the EXCELL Awards was held Dec. 17, 2015 at the Grand Hotel in Iloilo City
The EXCELL Awards is a continuing project of DILG Region 6 which recognizes the best managed local governments in the region that demonstrate best practices, achievements and innovations in governance, administration, social services, economic development, environmental management and local legislation.
Productivity Enhancement Incentive
Again, for the first time in the city's history, employees of the Roxas City government received a windfall equivalent to their one month salary pay. This is apparently the result of the Seal of Good Financial Housekeeping bestowed to the Roxas City government by the Department of Interior and Local Government attesting for good and transparent governance.
The bonus came as the mayor was about to complete his two terms in office.
The Roxas City government is among the LGUs in the region allowed to grant the Productivity Enhancement Incentive (PEI) to government employes, mainly because of compliance with the posting of the Transparency Seal, among others, as required under Section 91, General Provisions of the FY 2014 General Appropriations Act (R.A. No. 10633) and compliance with the posting or publication of the Citizen's Charter or its equivalent as required under the Anti-Red Tape Act of 2007 (R.A. No. 9485).
The lowest received by an employee was P8, 000 while the highest was P71,000. The head of the City Council got P52, 000. While councilors and department heads got P48,000 each. The assistant heads got P41,000.
Other employees got more than P20, 000 each equivalent to their one month basic pay.
Last year city employees were only granted a uniform bonus of P15, 000 each.
Mayor Angel Alan B. Celino thanked the City Council for acting on his request. The Council passed an appropriation ordinance allocating P10 million for the employees Productivity Enhancement Incentive.
Hall of Famer in No-Smoking Campaign
Mayor Angel Alan B. Celino shared the Roxas City experience in combating tobacco use at the Summit of Smoke -Free Leaders and Champions held in Iloilo City May 21, 2015.
Under the theme "Building the Alliance of Smoke-free Cities," the Summit was organized by the Southeast Asia Tobacco Control Alliance in close coordination with the World Health Organization in the Western Pacific, the Department of Health and the City of Iloilo.
The mayor earlier attended the Southeast Asia Tobacco Control Alliance meeting to formally organize network of mayors for smoke-free cities and municipalities in the Philippines and plan for the 3rd Regional Smoke-free ASEAN workshop. This was held at the Pan Pacific Manila Pavilion, Ermita, Manila on Feb. 19, 2015.
The meeting was participated in by 9 mayors with cities and municipalities that are already hall of famers of the Department of Health's Red Orchid Award together with some tobacco control coordinators.
SEATCA would like to organize a smoke-free network or alliance of mayors which will be the model for the nine other countries in the ASEAN and discuss plans in expanding the network to more cities and municipalities in the Philippines.
The mayor, along with the mayors of other cities and municipalities who have been conferred the Red Orchid Awards, participated in the Mayors Corner, which is the sharing of experiences on their Smoke-Free Initiative and Challenges.
Mayors were called for a 10-minute video interview after lunch.
The Southeast Asia Tobacco Control Alliance is a regional multisectoral alliance working on the advancement of tobacco control in the countries in the ASEAN.
Roxas City is now considered a model in the campaign against tobacco use. It has been conferred with three red orchid awards by the Department of Health for its no nonsense , effective no- smoking campaign.
